Virialization means that the cluster has come into
dynamical equilibrium and any substructure has now
been erased.  The velocity distribution of galaxies
should then be thermal and provide a good measure
of the depth of the cluster potential.  Dynamical
masses can then be estimated from the Virial Theorem.
Most clusters of galaxies are not yet fully virialized
and exhibit some degree of substructure.
