Overall the model is similar both on large and intermediate scales to the standard CDM model normalized to the same amplitude (fixed by COBE), but the problem with regard to late formation of galaxies is more severe in this model than in that CDM model. Adding HDM significantly improves the ability of the COBE-normalized CDM scenario to fit existing observatoins, but the model is in fact not as good as the CDM model with the same amplitude and is still probably unsatisfactory with regard to several critical tests.
